Deflection and Pre-Arrest Diversion (PAD) models provide solutions to law enforcement agencies in the fight against addiction while saving lives and keeping communities safer. This is achieved through maximizing community resources to address the problems of substance use disorders and behavioral health. We help participants to design or optimize their program with technical assistance in planning, implementation and evaluation of their program.
JOTA is a member of Police, Treatment and Community Collaborative (PTACC), the leading voice of pre-arrest diversion and Deflection in the United States.
JOTA provides tailored technical assistance and training to correctional institutions and community corrections agencies to focus on rehabilitation and best reentry practices.
Our services include:
- Assessment of agency priorities, capacities, needs, challenges, and innovative solutions that support public safety, rehabilitation and the reduction of recidivism as strategic priorities;
- Training on best reentry practices, including validated risk and needs assessment tools, prison-centered care coordination, cognitive behavioral interventions, collaborative case planning, withdrawal management, leverage of community resources, behavioral health services, stabilizing services, working with peers and people with lived experience, community supervision, case management, collaboration with law enforcement, sharing of information, rewards and graduated sanctions;
- Conduct program evaluation and provide subject matter expertise feedback on outputs and impacts for continuous quality improvement;
To maximize the impacts of criminal justice programs, reduce lethal encounters with citizens and generate community trust, law enforcement agencies must intentionally promote community integration and equity among all demographics. This is necessary for the success of pre-arrest diversion and reentry programs, as community integration and trust are critical components. As criminal justice reform gains momentum throughout the country, there is a need to ensure that community participation and equity goals are actively pursued to avoid repeating current disparities and injustices in the criminal justice system such as those generated by the war on drugs. JOTA complements efforts to foster equity through:
- Assessment of the most recurring community grievances, current institutional responses and challenges to more equitable outcomes;
- Critical analysis of the design of programs and policies to weed out practices that incubate biases, abuses, inequities and mistrust;
- Engagement in dialogue with all community demographics and stakeholders (particularly people with lived experience) about concerns fears, hopes and expectations early in the planning and design phases of the program through:
- Technical assistance to law enforcement agencies and community services providers on best practices to integrate people with lived experience and address community fears, concerns, hopes and expectations;
- Active monitoring of equitable access to ensure barriers to entry are identified and removed;
- Evaluation of the impact of programs on equity, diversity and community outcomes;
